I was able to find a trailer wiring harness that will work on your 2013 Kia Soul, but the Tow Ready Harness # 118431 that you referenced has not been carried over to the 2013 models.
Curt recommends the Curt Circuit Protected Powered Converter # C56496. This is a kit that will require you to hardwire to the wiring of your Soul, but it will work well for you. I attached installation instructions and an install video for you to check out.
