I currently have the old style set screw L brackets. is this and the bolts that bolt it to the L bracket all I would need to convert to this new style?

Your best option will be to replace the spring bar L-bracket of your older Equal-i-Zer kit with the new kit part # EQ95-01-5600. This comes with all new components and will work well. It's not recommended to try and convert old style brackets to new ones.
