Question:
What is the overall length from the bottom of the footplate to the top of the jack when full retracted. I am trying to see if there is enough clearance on my trailer frame for it to properly mount an swing into place.

I went out to our warehouse to take a look at the Fulton F2 Swing-Up Jack # F1413230134 referenced in your question. With the jack fully retracted, I measured a distance of right at 25 inches from the bottom of the footplate to the top of the jack.
This swivel jack features a a static capacity of 2,000 pounds and a lift height of 10 inches. I have attached a short video demonstration on this jack that you can also check out.
