Locking hitch pins are normally manufacturer-specific, so can you let me know which bike rack you have? That way I'd be able to get you the correct one.

The Reese Explore 63134, which is also known as the Reese Q-Slot, does have a hitch pin lock available. We have found that the Hitch Tite Anti-Rattle Hitch Lock # SA3022 will work with this carrier as it has the same threads as the hitch pin that comes with the rack.
