Question:

I flat tow a 2012 jeep wrangler with a roadmaster sterling tow bar will there be sufficient room with spare tire mounted on the bumper of my 2017 Minnie Winnie and the tow bar?

The Ultra-Fab Folding Spare Tire Carrier # UF15-954730 referenced in your question is designed to clamp onto 4 inch wide box bumpers. If this is what you have on your Winnebago Minnie Winnie, then this should work nicely and you shouldn't have any clearance issues when flat towing your Jeep. The carrier can be positioned along the rear bumper to avoid any interference with the tow bar and it's not going to extend past the bumper much more than the width of your spare tire.

Just keep in mind that this carrier does have a weight capacity of 60 pounds. If you have a larger spare tire for your RV, a better option might be with the Roadmaster Hitch Mounted Spare Tire Carrier # RM-195225. This particular carrier is designed specifically with flat towing in mind, as it provides a 2 inch receiver on the carrier itself that you can use for a tow bar. The receiver has a towing capacity of 10,000 pounds and a tongue weight limit of 400 pounds.
