There is no reason you couldn't use the Universal Wiring Kit # ETBC7 that you referenced to install a fully functional 7-Way on your 2005 Ford E-350, but you may not need the entire kit depending on what the van is already equipped with.

If the E-350 has the factory 4-Way installed at the rear, then the blue (brake output) wire is not already run like you mentioned. If you have the factory 4-Way though, the brake controller power supply along with the brake pedal wires ARE already run, so an easier solution is to use # 37185. You will then just need to run the blue wire from this connector back up to the brake controller with some 10 gauge wiring like # 10-1-1 (sold by the foot).

Then to install the brake controller itself, such as the excellent Tekonsha Prodigy P2 # 90885, you will just need the Plug-In Adapter # 3035-P. One end of the adapter will plug into the brake controller and the other end will connect to e a built-in port beneath the van's dash.

If there is no connector at all present at the rear of your E-350, then the # ETBC7 Kit will be the way to go, as it will include everything needed to install the fully functional 7-Way. You will need to simply hardwire in the brake controller in this scenario instead of using the Plug-In Adapter mentioned above. I have attached an installation video that you can use for reference.

The Plug-In Wiring Adapter # 3035-P that you referenced is indeed needed to install the Tekonsha Prodigy P2 Brake Controller # 90885 on your 2005 Ford E-350, however you will also need to convert the factory 4-Way connector to a fully functional 7-Way. To do this you will just need the Hopkins Adapter # 37185. This will plug into the existing 4-Way on your E-350 to provide you with a 7-Way connector. You will then need to run the blue wire from the adapter up to the brake controller with 10 gauge wire like # 10-1-1, which is sold by the foot. The brake power controller supply and brake pedal wires on your van area already run.
