Is they’re a adapter that will allow me to use the blue ox base plate that I currently have installed on my vehicle with the below item? Roadmaster Tow Bars - RM-583 Tow bar with 3inch lunette ring

Blue Ox Base Plates, such as the Base Plate Kit # BX1709 that is confirmed to fit your 2007 Chevy TrailBlazer, are designed for use with motor home mounted tow bars only. Since the Roadmaster StowMaster Tow Bar # RM-583 that you referenced is a coupler/vehicle mounted tow bar, there is not an adapter available that will allow it to fit the Blue Ox Base Plates on your vehicle.
Since you already have Blue Ox base plates installed on your vehicle, your best option will be to go with a Blue Ox, motorhome mounted tow bar like the Blue Ox Alpha # BX7380. This non-binding tow bar features a weight capacity of 6,500 pounds and includes safety cables, so you won't need to purchase them separately.
