My trailer has 14 inch tires. If tires too big will it cause the trailer to sway side to side? Thinking going to maybe 13inch tires maybe it help?

The trailer sway you are experiencing is likely not caused by the tire size you are using. A tire with a taller profile will raise the center of gravity which could in turn create more sway but I do not think this will be an issue on your small utility trailer. However, if you want to change to a 13" wheel/tire then I have linked our selection for you below. If you let me know what size tires and bolt pattern you have on your trailer now I would be happy to make sure the new size fits.
The best way to combat the sway on your utility trailer would be with a friction sway bar like the Reese Friction Sway Control Kit part # 83660. This unit will work to reduce trailer sway and improve handling by creating a friction point between the trailer and tow vehicle that limits side to side movement. You will however need a sway control tab to use this system like part # RP26005 for 1-1/4" ball mounts or part # RP26003 for 2" ball mounts.
