The 12 x 40 seems too short. Is there a longer bolt?

While shorter than most hitch pin bolts the Thule bolt part # 908-1240-54 is the correct bolt for a Thule bike rack like the part # TH9030XT. I attached a picture that I took from the install instructions that shows how it works.
You may be thinking of a kit like the # THSTL2 which is longer so that a lock can be attached to the other end of it.
