I have attached the complete instructions manual for the Thule T2 Pro XTR 2 Bike Platform Rack # TH83JV below which details both the assembly instructions and the correct bike loading process. Most of the rack comes pre-assembled and it's really just a matter of putting together a few of the components out of the box.

the hitch lock does not turn to a lock position, it stays in a unlocked position - when jiggling the key the lock will come out about an 8th of an inch then it is locked - cannot pull the lock out my concern is will the lock fall out during driving....is the key to go in a locked position or an unlocked

The locking mechanism on the anti-rattle knob shouldn't give you that much trouble. Make sure there isn't any debris inside the lock core - you might even spray some WD-40 into the opening to try and lubricate it a bit. Let me know if this doesn't improve anything.

@ChrisR good morning sir. Do you guys sell all the hardware to put this rack together? We took ours apart completely. When we moved we lost all the screws/bolts and the keys that went with this product. I pretty much need everything that was in the box to put everything together.

@GamalK For tools you need the 4mm Hex Key # 853-2430-02 and the M5 Ball Head Hex Key # 853-7302. Then for hardware you need 10 of the self-tapping screw # 8528100001, 2 of the M6 washer # 951061254, and then 8 of both the M8 Button Head Screw # 853597604 and corresponding washer # 951081654. For keys you'll need to see what number is on the face of your lock cores to get one that matches. Let me know what you find.
