I am looking for a trailer fender for 14” tires, bracket mounted 28” long

For a trailer fender that is 28 inches long and designed for 14 inch wheels, I recommend the # HP69VR which is 7-3/4 inches wide or the # HP89VR which is 7 inches wide.
The Mounting Brackets for Trailer Fender - 13"/14"/15" Wheels - Galvanized Steel - Qty 2 # CE26098G-2 will allow you to mount these.
Your other option is to use the etrailer Single Axle Trailer Fender w/ Backing # HP79VR which will allow you to mount it by the backing plate instead of using brackets.
The Fulton Single Axle Trailer Fender with Top Step # F008564 you asked about is longer than you requested with dimensions of 9.7" wide x 31.3" long x 12.75" tall.
