For a trailer fender that is 28 inches long and designed for 14 inch wheels, I recommend the # F775X28-1R which is 7-3/4 inches wide or the # F7X28-1RBS which is 7 inches wide.

The Mounting Brackets for Trailer Fender - 13"/14"/15" Wheels - Galvanized Steel - Qty 2 # CE26098G-2 will allow you to mount these.

Your other option is to use the Single Axle Trailer Fender w/ Backing # F775X28-1RWB which will allow you to mount it by the backing plate instead of using brackets.
