I see on a ? that Jeffery L answered that P/N for Al-KO- T44 is K23-478-00 and K23-479-00 is the fit for 4,400 lb axles. I contacted Dexter early this month and they said K23-538-00 and K23-539-00 What is the difference ?

The AL-KO company was bought out by Dexter, so he may have been thinking Dexter axles which the # K23-478-00 and # K23-479-00 would fit with the 4 bolt mounting pattern. The K23-538-00 and K23-539-00 are the correct ones for the AL-KO T-44 axle, as you mentioned but they have been discontinued.
The only option is to replace the axle(s). Depending on the hub face and spring center dimensions of your existing axle and wheel bolt pattern, we may have what you need. I have included a link to our selection of trailer axles. Since we don't carry a 4,400 lb axle, you would either have to go down to a 3,500 lb axle or up to a 5,200 lb axle.
The Dexter Trailer Axle w/ Electric Brakes - EZ-Lube - 5 on 4-1/2 Bolt Pattern - 89" - 3,500 lbs # 35545E-ST-EZ-89, for example, has a spring-center-to-spring-center length of 74 inches and a hub face or flange-to-flange length of 82-5/8 inches.
