I have a CM flatbed on my 2016 Chevy 3500 HD Silverado Truck. The hitch is recessed in the bed of the truck. I spoke with CM who stated that they advised to get the rails so a fifth wheel could be used.

Fifth wheel rail kits need to attach directly to the frame of the truck. So what you are looking to do is technically possible, but would require some serious modification.
For a flat bed fifth wheel hitch the Demco Hijacker SL part # DM6076SL-FLAT would be a great options since it is designed for flat bed configurations. Flat beds are higher than standard truck beds so you need a shorter fifth wheel hitch.
For rails you will need the # DM6012. The install of these rails will have to be a custom install done by a qualified fabricator in your area. The rails will need to mount to the frame of your truck and not just to the bed.
