I have included a link below to the installation instructions for trailer hitch # 24795 for your 2007 Hyundai Elantra. The instructions are in pdf format so pretty much any phone, tablet, computer could open them. Or you could print them out if you wanted and hand your mechanic a hardcopy. I have also linked a video showing an example installation.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch. I have linked the Class I compatible 2-bike racks and cargo carriers for you.
