For your 2009 Hyundai Accent with the Blue Ox Aladdin tow bar, the Roadmaster Base Plates, part # 1623-1, you referenced would work, but would also require a base plate adapter, part # RM-032. The base plates are still in production at the manufacturer. You will want to consult your owners manual for any specific information about your vehicle and flat towing.

I would recommend the Blue Ox Base Plates for the 2009 Hyundai Accent, part # BX2323. This eliminates the need for an adapter, and is a simple installation. It bolts securely to your Hyundai chassis.

Since you are flat towing your Hyundai Accent, there are other things that need to be considered. You will need safety cables, like Blue Ox 7 foot Safety Cables, part # BX88197. Safety chains or cables are required in most states when towing, and prevent the towed vehicle from becoming a runaway vehicle should a breakaway occur.

You will also need wiring for your Hyundai Accent. I would recommend the Roadmaster Tow Bar Wiring for the 2009 Hyundai Accent, part # RM-154. This kit includes 4-way connectors for both the RV and the Hyundai. If your RV has a 3 wire system and is not wired with a trailer connector, then a converter, like part # RM-732 is required. I have linked you to our product page that has wiring options for your Accent. I have also linked you to an installation video for this wiring kit.

Another option for wiring would be the Roadmaster Tow Bar Wiring for the 2009 Hyundai Accent, part # RM-155. This system bypasses the vehicle wiring and uses the towed vehicle housing for a bulb and socket. This wiring runs under the car and attaches to the 4-way connector on the towing vehicle. No splicing into your Hyundai wiring is required, although you will have to mount the bulb and socket in the tail light lens housing.

And as is required, you will need a supplemental brake system when flat towing your vehicle. I would recommend the Roadmaster Tow Bar Braking Systems for the 2009 Hyundai Accent, part # RM-9700. This same signal that activates the brake lights on the towed vehicle activates the supplemental brake unit. I have linked you to a help article that explains supplemental brake systems. I have also linked you to our product page for supplemental systems for your Accent.
