How do we know if it is wired for towing and which wiring harness do we need.

If you are in need of trailer wiring for your 2017 Chevy Express (meaning there is none present), then you do not have the towing package and would need the 4-way harness part # 118392 which is a confirmed fit.
I attached an install video for this kit on a 2017 Express Van just like yours.
