If you check out the attached picture you can see where the brake controller install harness is found on a 2017 Toyota Tacoma like yours. You have to remove the panel to the right of the steering wheel.
I attached a picture of a review that a customer left that details where they found their connector on a 2017 Tacoma just like yours as well.
