The first thing I would check is to ensure you have the pigtails attached to the taillights on the correct side of the vehicle, the driver's side pigtail from the harness will have a yellow wiring running in between the other wires whereas, the passenger side will not.
The next task would entail checking the ground wire on both the vehicle and trailer side of the harness to ensure a proper connection. Followed by using a circuit tester like part # PTW2993. You will want to ensure you have signal going into and coming out of the converter box. If you have an active power supply going into the box but not coming out, you may have have a shorted converter box that will need to be replaced. Lastly, be sure to check that all wires are in visual working order, meaning there are no noticeable pinches or frays.
