For your 2011 Mini Cooper hardtop base model the correct Blue Ox base plate kit is the part # BX1307 which is a confirmed fit.
Next you will need a compatible tow bar. The tow bar I recommend the most is the Alpha, # BX7380. This tow bar does include another item you will need, safety cables. I have linked a video review of the tow bar as well.
Next you will need lighting. For lighting you have some options. If you want something that installs quickly and does not splice into the vehicle wiring go with a magnetic kit, # RM-2120. For a more permanent solution I recommend the 6 diode kit # 154-792-118158.
And finally, most states now require supplemental braking on the vehicle being flat towed. One of the easiest systems to set up and use is the Patriot proportional system # BLU37TR. It will apply the Mini brakes in proportion to how much the tow vehicle is braking. This is the easiest way to stop and it reduces wear and tear on both vehicles.
For the braking system to work properly you will also need a 12 volt outlet kit # RM-9332.
