On the 2008 Toyota Highlander, the component that connects under the dash is the converter box. This is used to convert the 3 wire vehicle signals into 2 wire signals used by trailers by combining the directional and brake light signals into a single circuit to match the wiring set-up of the trailer.
The signals come into the converter which converts then for trailer use and then it sends the converted signals back through the system to the rear of the vehicle where the second harness is connected.
