This is described that it fits a fat bike wheel. But does it also carry a regular mt bike as well?

Yes, the RockyMounts TomaHawk Roof Bike Rack # RKY1222 will hold all styles of bikes that have tires from 20 to 29 inches. It includes two wheel strap extensions to fit fat tire bikes up to 5 inches wide.
If you'd like to add some security to the TomaHawk you can use RockyMounts Lock Cores # RKY0332 to lock the carrier to the roof rack and the bike to the carrier.
