Question:
I have recently purchased and returned two cargo carriers due to two issues: the cargo carrier wobbles in the folded upright position, it doesnt seem stable the carrier hangs down unloaded from the car at an angle dipping down towards the ground to me the cargo carrier unloaded should be level not leaning towards the ground. Can you suggest a cargo carrier that doesnt have those characteristics - 20X60 folding cargo carrier - I drive a GMC YUKON Denali XL so there is no issue with clearance, etc.

We have several Folding carriers designed to fit in a 2 inch hitch, see link. The problem you are experiencing with cargo carriers wobbling in the upright position is inherent to the folding style of carrier and I have not seen one yet that fully addresses this issue.
The folding aspect also requires that the carrier be basically level or just below level when folded down. This design is needed to keep the carrier from bouncing in the hinged portion when encountering hard bumps on the road.
You may find that a non-folding carrier would suit your needs better. The Curt Hitch Cargo Carrier, item # C18152, is a very nice design that has a capacity of 500 pounds and can be secured in the trailer hitch with the Anti-Rattle Device and Lock for 2 inch Trailer Hitches, item # SR25219, to eliminate rattling. This carrier will be level or slightly tilted upwards when installed in the hitch. This carrier has built in reflectors instead of a light kit.
The etrailer Cargo Bag, item # e98990, would also be a nice addition to protect the gear on your cargo carrier.
I have posted video reviews for the items suggested for you to check out.
