Does HF have a replacement tire and rim for my trailer 5 lug ST175 80 D13

I couldn't tell you what, if anything, Harbor Freight has in the way of replacement parts for your trailer. But a wheel is a wheel and a tire is a tire. As long as both are the right size you can use any that fit. We have a lot of tire and wheel combos with ST175/80-13 tires with the 5 on 4-1/2 bolt pattern.
You will need to match the load range and construction type of the tires that you already have. In this tire size there are B, C, and D load ranges as well as bias ply and radial construction types. I have included a link to the options we carry.
