Question:

I have a valley industries Xtreme power pull 25k fifth wheel hitch and a 2008 f250 superduty short bed will this installation kit fit both the truck and the valley hitch

Husky 5th Wheel base rail installation kit # HT31408-686 is indeed a confirmed fit in your 2008 Ford F-250 with 6-3/4-foot bed. This custom-fit bracket and base rail kit will take less time and requires less drilling for installation in your F-250 than a comparable universal-fit rail kit like # RP30035.

This base rail kit will work with any 5th wheel hitch designed for installation in industry-standard rails (ISRs). The (discontinued) Valley Power Pull Extreme 25K hitch is designed for such rails.

For a wiring harness in the truck bed you can use # 50-97-410 from Bargman.
