The Roadmaster Rear Anti-Sway Bar, part # RM-1129-111 is designed to fit your 2000 Dodge Van.
As far as the air bags you have on your van there is no mention of air bags in the attached installation instructions. I have attached a drawing from instructions that shows how the sway bar is installed. You can check your van to make sure the anti-sway bar does not interfere with the air bags.
