It could just be a fuse on your 1999 Chevy 2500. Check the owner's manual and fuse panel lids to see if there is a separate fuse for trailer brake lights. It could also be a stop light or CHMSL fuse that is blown.
If Your 1999 Chevy is an actual Silverado and not a C/K series with the Silverado trim then it will have separate turn signal circuits from the brake lights (1999 was a slit year so there were both C/K series and Silverados which is the name Chevy started using for their trucks up to the present). So if you hardwired in a 4-Way such as # 18002 the brake lights will not work because you would need a converter, # C59236.
If the brake lights and turn signals are on the same bulbs then you have a C/K series and it is likely a blown fuse like I mentioned.
