I have two trailer tires: both 4.80X12 with a rating a load B rating. One is 2 ply takes 60psi the other is 4 ply 90 psi. Is it ok, to mix 2 ply with a 4 ply tire on the same trailer axle? Thanks

The 4.80X12 2 ply tire at 60 psi that you have is a Load Range B tire. The other 4 ply tire at 90 psi should be a Load Range C tire. When the inflation pressure is higher that will indicate a higher load range. The Load Range B tire should have a maximum load of 785 lbs. listed on the tire. The Load Range C should have a maximum load of 990 lbs. listed on the tire.
I would recommend to have the same size and load range of tire on the same trailer axle. You will want to have the correct load rated tire for your trailer weight capacity. The trailer tires need to be inflated to the maximum tire pressure to be able to handle the maximum load it is rated for.
You will not want to have a tire on one side inflated to 60 psi and the other tire inflated to 90 psi. This will cause the trailer to track and handle differently. It could also cause problems when checking tire pressure on the tires. You could inflate one tire too much or the other tire not enough , which could lead to safety issues.
