Question:
Part # 31313 shows a vertical weight capacity of 350#s...would that be sufficient for a dritbike carrier with a dirtbike on it at highways speeds and on moderately bumpy roads???

The Curt Front Mount Hitch # 31313 being able to accommodate your dirt bike will really depend on the weight of the bike. There are also a variety of factors that go into carrying something of that size in front of your vehicle.
The etrailer Motorcycle Carrier w/ Ramp for 2" Hitch - 76" Long # e98873 has a steel construction and is designed to hold bikes up to 500 pounds. It weighs 58 pounds. The 350 pound hitch capacity minus the 58 pounds leaves you with 242 pounds for your bike. As long as the wet weight of your bike is 242 pounds or less, you should be good to go.

Keep in mind that carrying a dirt bike, or anything large, in front of your Tacoma brings the possibility that it will block your headlights, or block the air entering the engine compartment to cool different engine fluids.
