There are a couple of ways to determine if your 2006 Toyota Highlander Hybrid has the factory tow package. First, you could call a Toyota dealership and have them run the VIN through their computer system and they should be able to tell you how the vehicle is equipped.

If they can't for some reason then you can look for the port on the vehicle where a trailer wiring harness, such as # 118248, would install. You can use the video I have linked to locate it. Then you can test the pins on that connector using a circuit tester such as # PTW2993 to see if they are active or not. If they do not show power with the turn signals, brake lights, or running lights on then the vehicle likely does not have the tow package. Or, if that connector is not present then it doesn't have the tow package.

If it does not have the factory tow package you will need a hardwire harness, # C59496.
