i have on 06 chevy 3500 with tow package what is the light blue wire thats capped off in the harness for the 7 pin trailer plug

Usually, a blue wire is for electric brake output from a brake controller to the trailer brakes. But you can't always go by wire color. The best way to determine the function of any wire is to use a circuit tester such as # PTW2993 to test wire functions.
If that wire is for a brake controller though you would need a brake controller to send back power to test it. Otherwise, you would not be getting any signal on the circuit tester.
You could also open up the back of the 7-Way and see which location is missing a wire. The location that is missing the wire should have some indication of its function. For example, if it was for electric brakes then it would likely read BRK. I have included a picture of a vehicle side 7-Way. Ignore the wire colors and look at the functions and where they are located at the back of the 7-Way.
