Will the studs #C16103 work with the frame L brackets on Reese 5th wheel # RP30047?

Yes, the Curt fifth wheel knurled mounting bolts # C16103 you referenced will work with the Reese universal base rails L-brackets in the installation kit # RP30035. They are both a 1/2 inch in diameter and 1-1/2 inches from end of the bolt up to the base of the knurled area. It's a grade 5 bolt.
The fifth wheel trailer hitch # RP30047 will work with all the Reese install kits, including # RP30035.
The Reese replacement 1/2 inch knurled bolt # 55055 is an available option but the Curt # C16103 will work just fine. See the diagram I included for you.
