I havd a 13foot biston whsler super sport 1990. It gas 4.80-8 liad rsngr b tires on it. I am replacing both tires and rims and wheel bearings. I will be driving it from ny to California . Does it make a differrnce if I put a load b tire again on the trailer or can I put a C. I will be putting some extra weight in the boat. Maybe 200 lbs.

First, make sure that you stay within the gross trailer weight capacity for your trailer. If that 200 pounds extra puts you over the gross trailer weight capacity then you will want to carry that extra weight in the vehicle. Going with a higher capacity tire will not increase the gross trailer weight capacity.
With that said since you have a long way to go and such small tires, having a stronger tire in the same size would help to reduce the chance of anything happening to the tires. For a load range C in 4.80-8 with a wheel you could use # AM30040 for a 4 on 4 bolt pattern or # AM30060 for a 5 on 4-1/2 bolt pattern.
Also you should always inflate trailer tires to the maximum psi indicated on the tire. This is because trailer tires are built with a thicker sidewall compared to passenger vehicle tires. If under inflated that thicker sidewall will generate excessive heat and lead to tire failure.
