Is there a hitch mount cargo carrier that can be mounted to a hitch and than a trailer mounted to the cargo carrier? Thanks

There are no hitch-mount cargo carriers that can have a trailer attached to them. There are no such products offered because this arrangement of components would be unsafe.
Anything attached to a hitch will exert leverage on it. The longer the item attached to the hitch the more stress applied to it. Think of how one might use a pipe on the end of a tire iron to gain more leverage to loosen a stubborn lug nut. In the same way items attached to a hitch will put stresses on the hitch tube and supporting structure. A cargo carrier pulling a trailer would apply enough force to literally destroy a hitch in short order.
Some cargo carriers like the referenced Pro Series # 63153 do have a hollow square tube as their main structure. This does indeed appear similar to a hitch receiver tube, but it is not intended to accept any type of item. The tube is hollow simply to help reduce the carrier's weight.
