    We recommend having a minimum of 3" between the top of the tire and bottom of the fender in order to allow for proper suspension travel. However, based on the photo you sent I believe you need new leaf springs as the ones you have appear to be almost completely flat. This has then compromised your tire clearance.     Hey David! Trailers without a load are generally more susceptible to bounce so that is not surprising to hear. This can be really uncomfortable, especially if you're towing like that often.
