  I believe the problem that you are seeing is that you do not have the arms for your Roadmaster base plate kit. You can order new arms by going using part # RM-ARMS and filling out the replacement arms form. Once you have the replacement arms you will then have a fully functioning base plate kit like part # RM-521448-4 which replaced the kit 1432-1 that you mentioned.
