Question:

Is the XL base plate the same as the EZ4 but pinned locking instead of twist lock? Are they compatible with the 2016 Jeep wrangle, sahara?

Aside from the difference you noted, the Roadmaster XL Base Plate Kit # 1444-1 is intended for use on Rubicon Hard Rock models only. The EZ4 Base Plate Kit # RM-521448-4 is designed for most 2 door models, but will not fit aftermarket bumpers, winches, guards, Call of Duty of 10th Anniversary models.

For your 2016 Wrangler Sahara you will want to use the EZ4 # RM-521448-4 base plate kit. The other base plate option for your Sahara is the Roadmaster EZ5 Base Plate Kit # RM-521448-5. These two base plates have different styles of attachment to connect to the tow bar. You will want to ensure that your base plate is compatible with the tow bar you want to use.
