Thanks Jason, exactly what I was looking for. A quick question, I know you sell hitch receiver locking pins, but do you also sell locking pins that fit the roadmaster clevis side?

I'm happy to help get you everything you need for your 2016 Jeep Wrangler JK to flat tow it. You have done your homework so my recommendations will be in line.
I recommend the Roadmaster Crossbar-Style Base Plate Kit - Removable Arms # RM-521448-4 you suggested which will utilize the crossbar of the Roadmaster Sterling All Terrain Tow Bar # RM-576. This is a great combination with the tow bar also having the wiring cord and the safety cables integrated.
Then you will use the Hopkins Custom Tail Light Wiring Kit for Towed Vehicles # HM56200 which will plug directly into your factory wiring and then you'll just cut the 4-way and add it to the back of the 6-way connector that came with your tow bar. I've attached a diagram to help with positioning and the attached video shows this as well. I also recommend using the Roadmaster Battery Charge Line Kit for Towed Vehicles # RM-156-25 to keep your Jeep battery maintained while towing.
For your supplemental braking, the SMI Stay-IN-Play DUO Supplemental Braking System - Proportional # SM99251 is the best on the market. It is easy to use and literally only requires a flip of a switch to transfer from driving mode to flat tow mode. No additional adjustments are required.
The final thing you will need is a high-low adapter, but you will need to measure to get the correct fit. I've linked a page to all you options and an article to assist.
