It is possible to flat tow your 2016 Smart fortwo but not recommended. Generally speaking, towing a Smart is a delicate matter and you should definitely review your owner's manual and/or contact Smart with regards to best towing practices. From my research, towing with a trailer is the best way to tow a Smart car.
If you still want to consider flat towing your 2016 Smart, you need to do some minor fascia trimming and some minor drilling. The install is not easy because of these needed modifications and so I suggest going to a professional to do the installation if you choose this route.
To flat tow your 2016 Smart fortwo, you will need base plates, compatible tow bar, safety cables, lighting, a supplemental braking system, and maybe a high low hitch adapter.
I contacted Blue Ox regarding base plate options and they stated that Blue Ox base plate kit, Item # BX2004, will work for your 2016 Smart fortwo. A compatible tow bar is the Blue Ox Alpha, Item # BX7380, which comes with safety cables. The coiled design will keep the cables from dragging on the ground.
For lighting, I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Kit, Item # RM-15267. This diode kit splices into your vehicle's tail lights and wiring system while preventing feedback from your RV. The battery must be disconnected for towing and you can accomplish this with Quick Battery Disconnect, Item # RM-766.
Most states now require supplemental braking in the vehicle being flat towed. A one time install system that fits your Smart is the Roadmaster InvisiBrake Supplemental System, Item # RM-8700. The InvisiBrake activates vehicle brakes and lights when they are engaged by the RV. You will also need a stop light switch like Item # RM-751486 for the braking system to work properly.
A high-low hitch adapter may also be needed to keep your vehicle fairly level while being flat towed. A "safe zone" of 3 inches above or 3 inches below level must be maintained while towing a vehicle. High-low adapters provide necessary rise or drop to get into the "safe zone".
