do both rollerbearings fit on the outside of the top shock?

On the Replacement Shock for Titan Model 6 and 10 Brake Actuators, part # T1242600, the roller bearings are installed on each side of the shock eyelet or end.
I have attached the parts list and a diagram with a red arrow that shows how the bearings are installed. As you can see in the diagram, they are placed on each side of the shock eyelet.
