When making new doors what is the best way to mount the l 4080 latch . There is no template for how to cut the opening or where to start how far down ect. . Thanks

The T-Handle Locking Stainless Steel Flush Door Latch # L4080 that you referenced is designed to be installed in a 2-3/4 inch by 3-3/4 inch hole. You will need to cut a hole that size in the door you have where ever you want the latch to be.
For wood screws you could use the # TFX225ACQ for a 2-1/4 inch long screw or the part # TFX150 for a shorter screw that is 1-1/2 inches long.
