To add a front hitch to your 2000 Ford E-450 Cutaway, you can use the Curt Front Mount 2" Receiver Trailer Hitch part # 33055. It is rated for 9,000lbs of line pull, has a vertical load of 500lbs, and a GWVR of 5,000lbs. It will bolt easily to the frame, and a minimal amount of drilling will be required to get it installed.

I used mine on the rear of a Salem 22ERAS travel trailer, I needed to invert the hitch with the receiver tube on top of the bumper that was ththereTraveled 12,000 miles so far with no issues to the hitch or 2 E Bikes.
