Hey Jacob, welcome back! The center bore of the wheel that comes with the Westlake ST205/75R15 Trailer Tire with Glossy Black Eagle Aluminum Wheel # WST79FR that you referenced is 3.19 inches. This should fit over all standard trailer hubs with a 5 on 4-1/2 inch bolt pattern, or are you wanting to match up a center cap for it?

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
