If I get a Highland KarPak Rooftop Cargo Carrier Bag - Weather Resistant, Expandable - 10 to 15 Cu Ft......what type of lock or cable lock can I use to secure it overnight at a motel?

Any fabric-type rooftop cargo bag, including the Rightline Sport 3 XL Waterproof Carrier # RL100S30 that you referenced, will use integrated straps to secure to your vehicle's roof rack or side rails. While it is possible to add a cable-style lock such as # e98891, this would only slow down any would-be thief. Since the bag's straps can be cut the lock would only provide for a modest complication for a person intent on stealing your bag and property.
We do offer lockable cargo carriers designed for use on vehicles that have a trailer hitch receiver. You can use the link provided to view our main page for all and click on the size of hitch on your vehicle (if it has one) to see carriers that will fit that hitch size. For example, the 24x48-3/4 Carpod Walled, Folding Cargo Carrier - 2" Hitches - w/ Lid, Bag, Rise Shank - 450 lb # M2205-01-02 will work for you if you have a 2" hitch on your Aztek (both 1-1/4-inch or 2-inch are available for your car). You can use the Thule Snug Tite locking anti-rattle hitch pin # THSTL2 to lock the carrier to your vehicle.
