Felicia, the Demco Hydraulic Drum Brake Actuator # DM28CV is designed as a bolt-on actuator. It mounts easily to 3inch wide trailer tongues using standard Grade 5 bolts (4-1/2" by 1/2", and it’s often a drop-in fit for replacing older actuators. Sometimes new holes need to be drilled in the trailer, but not always.
That said, you can certainly weld on the actuator/coupler if you really want to. It would just be more work, and also more difficult when replacing it down the road.
