Can I use this anti-rattle clamp with a hitch extender?

Yes, Luke, you should be able to use the etrailer Anti-Rattle Hitch Collar for 2" Hitch Receivers - Pre-Order # E38FV in combination with a hitch extender such as Curt Hitch Extender for 2" Hitch Receivers - 8" Long # C76DR. I say "should" because you'll need to make sure the extender's 2" tube protrudes at least 1/2" outside of the vehicles receiver lip. It is rare for fitment to be an issue, but I'll elaborate on how to verify fitment.
As you can see in the photo, the # C76DR has 3" from the hitch pin hole to the section where the tube becomes larger, so you'll need to measure the distance from your vehicle receiver's hitch pin hole to the outside of the receiver to make sure you have at least 3-1/2" to allow the anti-rattle collar's gate to close on the tube properly.
