Wondering if you can rotate the hitch with it fully loaded? If the bottom one had on the enclosed box is the weight still 80lbs? Do you need to buy the top swing portion of the system?

Yes, the Yakima EXO System with Cargo Carrier and Enclosed Cargo Carrier - 2" Hitches # Y44ZR can swing out when fully loaded, just make sure you do not exceed the weight capacity. When the enclosed carrier is on the top shelf then the weight capacity is 80lbs; when the enclosed carrier is on the swing base then the weight capacity is 100lbs. When the cargo basket is mounted on the top shelf the weight capacity is 80lbs, and when the basket is mounted on the swing base the capacity is 110lbs.
You can certainly buy the swing away hitch assembly along with the enclosed cargo carrier separate from the top shelf. Yakima EXO SwingBase with GearLocker Enclosed Cargo Carrier - 2" Hitches - 10 Cubic Feet # Y62VR is the correct part for this. The weight capacity is 100lbs; I attached a demonstration video for you.
