How close or far apart can the base plate brackets be mounted.

It depends on which tow bar you use. I would go with 24 inches on center between the tabs on Blue Ox base plates # BX88230. That will make them compatible with most, if not all, Blue Ox tow bars. I have included a link to the Blue Ox tow bars for you.
