what is the measured distance between where the legs of the tow bar bolts in.

I went out and measured the distance between where the legs of the tow bar attach on the Roadmaster Base Plate to Tow Ready Tow Bar Adapter, item # RM-025, and the on center measurement is 31 inches.
The distance on center between the mounting bolt holes that attach to the vehicle base plates is 28-1/2 inches.
This adapter is designed for use with the Tow Ready Tow Bar, item # 63180.
I took photo of the adapter and added the dimensions I took, for you to review.
