Can this kit be made to work with a 3500lbs axle with a 1 3/8inch inner spindle and 1 1/16inch outer spindle? I have 10inch wheels so this seems to be the only braked hub I can use.

I am sorry the Kodiak Disc Brakes item # KOD27FR can not be converted to fit your spindle. In order for this to work on your trailer you would need to replace your spindles with item # TRU44FR.
The only option I have that fits your spindle is the Kodiak Disc Brakes item # KOD59FR but it won't work with wheels smaller then 13".
