Question:
Can the Roadmaster Dual Hitch Receiver Adapter be used to tow my single jetski trailer and my ebike rack as long as the clearance distances are ok?

No, you can't but I have something that'll work better and save you some money. It is the Replacement Shank item # 325-GH-304. This stacked receiver design will allow you to tow a trailer or flat tow a vehicle and use an accessory in one of the other receiver openings simultaneously.
The Roadmaster Dual Hitch Receiver Adapter item # RM-077-10 can only be used for flat towing and an accessory. You can not tow a trailer with it.
